OFFICIAL BALLOT FOR THE
TOWN OF PIERCE
SPECIAL MUNICIPAL ELECTION
TUESDAY, DECEMBER 2, 2025

Designated Election Official
GROUNDS IN FAVOR OF RECALL OF TRUSTEE JULIE LUKELA:
Julie Lukela has been recalled by the town and she lost a subsequent election wherein she ran for Trustee. This alone is evidence that the residents do not want her in any position on the Board of Trustees. She subsequently, because of friends she had placed on the Board while she was mayor, was appointed to a trustee position. Since her appointment, she has caused continuous drama and chaos during board meetings and has had a second formal complaint filed against her for harassment of a town employee. The reasons stated for her original recall as mayor still apply here. She continues to make derogatory and inappropriate statements about the current mayor; making false accusations about the mayor, which in the past, she did to staff members and previous trustees. She cannot be allowed to hold a position of authority in this town as it continually hinders the board's ability to function properly. Because of her behavior, she has been in violation of the Town's Code of Conduct. She consistently lies and blames others for her behavior as has done since she was mayor. Because of the reasons stated, we request the people of Pierce recall Julie Lukela as Trustee.
GROUNDS IN OPPOSITION OF RECALL OF TRUSTEE JULIE LUKELA:
“This recall effort is based on claims that are either untrue or irrelevant. The one formal complaint in the petition was thoroughly investigated by an independent third party and dismissed. The investigator found no harassment, no misconduct, and no violation of state law or of the Town’s Code of Conduct. The process worked, the claims were reviewed and resolved without bias. Please investigate and verify information about any claims.
This marks the fourth recall effort in six years initiated by the same person. The repeated effort doesn’t build healthy communities, it tears them down. Recalls should be rare and serious-not a routine tool for settling personal grudges. These actions divide our town, undermine local unity, and distract from the real work that needs to be done.
I was lawfully appointed by the Board of Trustees and have served without disruption. I understand that not everyone agrees with or likes me personally, but that is not a legitimate reason to waste staff time and taxpayer money on a recall election.
Every recall drains public funds through legal reviews, staff coordination, and election costs. In a small town like Pierce, those resources are limited. When we spend thousands of dollars settling personal disputes, we take away from road repairs, emergency services, and basic infrastructure improvements. And it sends a message that anyone who steps up to serve could be next.
This hurts Pierce. Ongoing political infighting discourages civic participation and gives the impression that Pierce is unstable, something that could keep businesses from investing in our local economy or families from moving here.
As someone committed to serving this town, I respectfully ask for your vote against recall. Let’s protect the integrity of our process, focus on what truly matters to the people of Pierce, and vote no. “
